@Felthry consist means essentially what's behind the locomotive. so if you have two oil tanks and a cargo container behind a locomotive, that is its consist
in this context, it looks weird because the form factors are all off. Amtrak makes some especially powerful and tall intercity locomotives for high-speed transit and you'll sometimes see them coupled up to these tubey shortstack cars that don't look right at all
