"Attorneys for Lev Parnas, an associate of Rudolph W. Giuliani, submitted a letter to McConnell on Friday describing testimony Parnas would offer about Trump’s Ukraine pressure campaign, were he called to testify.

"Parnas, who was charged with campaign finance violations in October, has been agitating for Congress to call him to describe his efforts to help Giuliani dig up dirt about Democrats in Ukraine. The letter came as the Senate prepared to vote on whether to call witnesses.

"In the letter, attorneys Joseph A. Bondy and Stephanie R. Schuman wrote that Parnas was prepared to testify that he participated in a months-long effort to help oust the U.S. ambassador to Ukraine, Marie Yovanovitch, and to gather damaging information about former vice president Joe Biden and his son Hunter.

"They wrote that in addition to Trump and Giuliani, the efforts involved a large group of top Republican officials and operatives, including Vice President Pence, then-Energy Secretary Rick Perry, Secretary of State Mike Pompeo, Attorney General William P. Barr, Sen. Lindsey O. Graham (R-S.C.) and Rep. Devin Nunes (R-Calif.), among others.

'Much of the information included in the letter has been described by Parnas in media interviews in recent days. His information has been disputed by various Republican leaders, including Pence and Barr.

'But the lawyers indicated that had he been called, Parnas could have provided “testimony based upon personal knowledge, corroborated by physical evidence including text messages, phone records, documentary evidence and travel records.” He also said he could describe the “times and places where he had overhead the President speaking with Mr. Giuliani, and the occasion on which he interacted directly with the President.”

'According to Bondy and Schuman, Parnas would testify that “at all times, he was acting at the direction of Mr. Giuliani, on behalf of his client the President, and that the President and a number of the people in his administration and the GOP were aware of the demands being imposed upon Ukraine.”'
