@vahnj So these kobolds have come asking for help. They've got a local temple to the dragon for which they've collected a lot of tribute, and they're looking to hire a band of adventurers to protect them from bandits as they deliver their tithes to the local deific embodiment. It's a long road but they promise adventure, mead, a share of hunting, and a translation of the first book of their oral litany for the local library.

@vahnj The tribute is a collection of pressed flowers, creaky leather scraps, and other items of liminal significance gathered during the kobolds' many rituals. The dragon gives them gold in exchange for the emotionally charged items, from which they extract raw magical energy to power the winds and rain. The kobolds use the gold to buy seeds from the local human merchants, who have cursed the land to only grow their crops.
@vahnj In stopping the bandits, you will have helped the dragon collect enough joy and wonder to bring a rainstorm strong enough to break the curse on the fields and empower the kobolds' seeds, which grow wild and free. The kobolds add a quatrain to their oral tradition recognizing the support of those who stood by them. The dragon offers you a bag sewn of leather scraps carrying a bit of leftover wind and rain in thanks.
