this is because Pooka is a cat, and Nar is a dog.
Pooka is definitely much harder and more selective about getting his purr-motor started than Nar. to get on a proper purr, Pooka needs:
1. attention
2. pets
3. MORE PETS
4. DO NOT STOP PETTING
Nar needs:

Spouse is working from home, and right now he's muttering to himself in the living room as he does work-stuff with his laptop, which always makes me wonder just how much he talks to himself at work. it's endearing and only slightly alarming. =^___^=
