so in the 1990s, Germany's games rating authority was extremely squicky about violence and would hand out lots of 18+ ratings and frequently hand games over for investigation of breaches of criminal law
there's a statute in Germany's criminal code that specifically forbids media from depicting torture, "dehumanising" violence and depictions of "violations of human dignity", and any games found to be in violation would be subject to advertising bans
