that's Samsung Internet, when you first launch it it explains some gestures for looking at the corners of the website, they barely help (why don't they just let you scroll the top of the website down to the center of the screen?). It's a horrible experience but somehow the high DPI means it's not completely useless? like, in a pinch I could look up sth on here
