Dragons are few and far between. Those that do exist barter with kobolds for access to material resources to avoid being hunted, and in turn make appearances as kobold forms of themselves to strike the fear of retribution if any dare to threaten the fragile kobold civilization that exists.
A popular cult rise's, gaining notoriety by worshiping kobolds for their avatars, which is actually led as an effort to undermine the dragons.

every crewed spacecraft has at least a stasis unit, docking collar for rescue craft, and if appropriate some MOOSE bags https://en.m.wikipedia.org/wiki/MOOSE and every crewed launch stack has an escape tower
a small payload penalty is exacted for these systems but the dragons administering the program gently but firmly veto any proposals that would infringe on the generous crew safety margin they insist on, no matter the cost.
