@elilla oh, there's test kits / measuring devices but the easiest thing you can do is tape down a square of cling film and see if it gets wet within 48 hours

@elilla with whatever you're putting down, make sure you're not sealing in moisture, concrete is surprisingly permeable and basements aren't the driest place around here
