There's a couple things I think would be good that I discussed with folks earlier -

1. The ability to allow users to leave anonymous reports
2. The ability to control whether or not users can leave anonymous reports
3. The ability to federate reports

Imo report federation should be a feature enabled against an existing report if possible- so that way only admins can federate reports to other instances.

That limits the potential for abuse of random users on random instances.
