A slightly different opinion: the system requires an enemy to continue to fund and justify the military industry, which is out of control and nobody is willing to stop or defund.
Not that that's less bleak of a view. :-/

@Oneironott Some folklore claims that the great Lantern that lights the town square in the valley below was once held in a statue's hand, and you might wonder if this is that hand. Surely not; those who created the statue were known to be primitive, and would not have had a means to get it up the hill or raise it into the air.
The answer is probably best lost in this dense forest, along with the forgotten builders of the hand.
